Cannabis Is Legal For Industrial And Medicinal Purposes Only - Parliament of Ghana

Ghana's parliament has approved the Narcotics Control Commission Bill, 2023, which grants the Ministry of Interior the authority to issue licenses for growing cannabis. This move opens up opportunities for various beneficial applications of this versatile plant.

This significant achievement follows the intervention of the Supreme Court, which deemed section 43 of the law unconstitutional, causing delays in passing the legislation. Section 43 of Act 1019 previously allowed the Minister, with the Commission's recommendation, to grant licenses for cannabis cultivation, commonly referred to as "wee" in Ghana. However, this provision has been removed due to its unconstitutional nature.

On July 12, 2023, Parliament addressed the Narcotics Control Commission (Amendment) Bill, 2023, which contains a single clause that, once approved, will empower the Minister to grant licenses for cannabis cultivation in the country.

With the implementation of this law, Ghana takes a significant stride towards harnessing the potential benefits of cannabis cultivation. By allowing controlled cultivation with low THC content, the government aims to explore its industrial potential, such as fiber and seed production. Additionally, the medicinal properties of cannabis can now be further researched and utilized in a regulated manner.
